The numbers a zone must report, produced by the system that runs the zone.
Land take-up, committed and realised capital expenditure, jobs, exports, covenant compliance and collection rate are computed from the live records rather than assembled at quarter end. Tenants submit their periodic investment returns through the portal; officers verify them; the regulator reads the result with a login of its own.

Tenant returns, submitted and verified
Each tenant company submits its investment return for the period — capex realised, people employed, exports — from its portal. An officer checks it against what is known and marks it verified. The zone's totals use verified figures, and the trail shows who submitted and who verified.
A read-only seat for the regulator
A regulator viewer role sees reporting and aggregate figures for the zone without access to pricing negotiations, notes or the ability to change anything. It is a standing view rather than a document sent once a quarter.
Everything is logged
Every change to a site, enquiry, lease, invoice or return is written to an audit log with the user and the time. When a figure is questioned, the answer is in the record.
